01 / OUR PURPOSE

Mobility connects people to possibility.

Founded on March 18, 2017 as an independent workforce mobility and consumer assistance research initiative and operated by CivicMobility Assistance Media LLC (Wilmington, Delaware), ApplyFreeCar.com helps low-income working families, single mothers, SNAP/TANF recipients, seniors, and disabled U.S. veterans navigate legitimate 501(c)(3) charity vehicle distribution programs, state clean-air auto vouchers, and federal transportation grants.

Our editorial approach separates a directly donated vehicle from an auction-only fundraiser, a repayable loan, a state purchase voucher and a narrowly defined federal disability allowance. Each type of assistance has different financial implications and application rules.

Reliable transportation can make a difference between keeping a shift and missing it, reaching an appointment and postponing care. Our role is to explain the available pathways so readers can ask better questions before applying.

02 / EDITORIAL BOARD

Two disciplines. One standard of care.

Workforce policy and nonprofit compliance inform how we explain vehicle assistance.

WORKFORCE MOBILITY
TANF & SUPPORTIVE SERVICES

David Thorne, MSW

Lead Workforce Mobility & TANF Supportive Services Analyst

David's work centers on practical transportation needs for low-income households. His editorial focus includes TANF transportation support under 45 CFR §260.31, WIOA auto-repair supportive services, and CDFI Ways to Work micro-lending.

His listed focus brings the practical questions into view: which work-related transportation needs a program addresses, what a caseworker may need to review, and how a loan differs from an award.

PUBLIC POLICY
NONPROFIT COMPLIANCE

Elena Rostova, MPA

Senior Public Policy & IRS 501(c)(3) Compliance Reviewer

Elena's editorial review work covers IRS Forms 990 and 1098-C, vehicle donation standards, VA Chapter 39 under 38 U.S.C. §3902, and the eligibility requirements of nonprofits that award vehicles directly.

These areas guide the distinction between a charity that accepts donated cars and a program that transfers a vehicle to a qualifying household. Her listed remit also covers how public policy and eligibility rules are described.

03 / RESEARCH METHODS

Follow the source. Check the pathway.

We prioritize official .gov guidance, organization records available through the IRS Tax Exempt Organization Search, and nonprofit program websites. Verification checks focus on whether an organization actually transfers physical vehicles, whether its geographic scope covers the applicant, whether referrals are required and whether title, insurance, registration, or co-pay amounts are disclosed.

We identify program rules and distinguish funding announcements from actual open intake. If an organization changes its requirements, our published guidance should be updated promptly rather than relying on a historic title or outdated social announcement.

  1. Start with the organization. Check official agency guidance, IRS records and the program’s own website.
  2. Identify what reaches the applicant. A vehicle, a repair, a voucher and a repayable loan are different forms of support.
  3. Read the eligibility details. Service areas, referral rules, household requirements and recipient costs matter.
  4. Check the current intake. An old funding announcement does not establish that applications are open today.

A DISTINCTION THAT MATTERS

Accepting a donated car is not the same as awarding one.

DIRECT-AWARD PROGRAM

A vehicle goes to a qualifying recipient.

Look for recipient eligibility, application or referral instructions, service area, and disclosed ownership costs. An award still depends on the provider’s rules and available vehicles.

AUCTION FUNDRAISER

A vehicle is sold to support a cause.

A charity may accept cars and sell them to raise funds. That alone does not mean it offers cars to applicants. Nonprofit status alone does not establish a direct-award program.

04 / RESEARCH HISTORY

2017–2026:
A record with context.

The company's research archive begins with a March 18, 2017 workforce mobility and IRS Form 1098-C baseline, then follows transportation-assistance policy changes through an October 2026 review. The archive records developments from historical charity-fleet practices and TANF transport support to more recent state clean-air and Community Development Financial Institution programs.

Historical pages can be useful for understanding why applications or incentives changed. However, a previous program launch, grant or intake window must never be represented as guaranteed active today. We encourage readers to verify requirements and funding directly before relying on a program.

2017

The research baseline

Our research archive begins March 18 with workforce mobility, TANF transportation and IRS Form 1098-C research.

2017–2026

Following program changes

The research history spans charity-fleet practices, transport support, state clean-air programs and community development lending.

2026

Reviewing the archive

Our editorial record includes an October review. Historic eligibility or funding should always be checked against the provider’s current rules.

05 / EDITORIAL ACCOUNTABILITY

Help keep the record useful.

A changed waitlist, broken official link or unclear program rule deserves a closer look. Send the page URL, the detail in question and a public primary-source link when available. Please leave out private applicant records.

Our correction pathway is the editorial desk. Privacy concerns and suspected scams go to the compliance desk. A listing or correction request does not guarantee publication or a response time.
